Kakegawa's city center is small and centered around Kakegawa Station, which has both local trains and shinkansen. Many attractions, like the castle and bird park, are a short walk from the station. The tea fields are outside the city and best reached by rental car, available near the station. Kakegawa also has a bus network, but it's not very useful for tourists.
