The Tsuruga Railway Museum is near the port area in Tsuruga. If you like walking, it takes about 30 minutes from Tsuruga Station. You can also take the Gurutto Tsuruga sightseeing bus, which runs between the station and the museum. The bus comes once every hour on weekdays and twice an hour on weekends and holidays. A one-way ticket costs 200 yen, or you can buy a 1-day pass for 500 yen.
