Monkey Park Iwatayama is just south of Togetsukyo Bridge in Arashiyama. From Kyoto Station, take the JR Sagano Line to Saga-Arashiyama Station, then walk 15 minutes to the park entrance. Alternatively, use Keifuku Railways to Arashiyama Station and walk 10 minutes. The hike to the monkey area takes about 10 minutes.
